A system and method for processing patient data permits physicians and other medical staff personnel to record, accurately and precisely, historical patient care information. An objective measure of a physician's rendered level of care, as described by a clinical status code, is automatically generated. Data elements used in the determination of the generated clinical status code include a level of history of the patient, a level of examination of the patient, a decision-making process of the physician treating the patient, and a "time influence factor." The quantity and quality of care information for a particular patient is enhanced allowing future care decisions for that patient to be based on a more complete medical history. Enhanced care information can be used in outcome studies to track the efficacy of specific treatment protocols. Archiving of patient information is done in a manner which allows reconstruction of the qualitative aspects of provided medical services. The medical care data can be recorded, saved, and transferred from a portable system to a larger stationary information or database system. Considerable physician and staff time are saved and precision and accuracy are significantly enhanced, by generating these clinical status codes automatically (at the point of service by the care-provider without any intermediary steps) from information recorded simultaneously with the provision of services.

This invention describes a method for a new methodology for improving a high speed downlink shared channel (HS-DSCH) transport format allocation in communication systems (e.g., mobile phone networks) using, e.g., a network element such as a node B. As CQI (channel quality indicator) reports made by a user terminal) are time stamped in a sense that they correspond to a given reference period, the Node B is able to determine what time instant in the past the given CQI report corresponds to. As the Node B scheduler knows a history of HS-DSCH (high speed downlink shared channel) transmission, it is able to determine how much HS-DSCH power was transmitted during the time corresponding to the received CQI report. Based on this information, it determines the bias required to the CQI reports received at different times to improve an accuracy of the allocated HS-DSCH transport format.

The completion status may be a discrete binary value, or may instead be a continuous value. Preferably, the workers performing the tasks complete each task's quality control indicator form and completion indicator during design and construction as milestones relating to the task are completed, or at the end of some predetermined time period. The completion indicators relating to the tasks are logged so that the completion status of the project may be monitored, and the information recorded on the quality control indicator forms may be sampled and checked to verify that construction quality standards are being met.

At the job site, the deformed lining pipe is inserted into the existing pipe and a controlled, pressurized environment is created therein for a period of time dependent on the pipe's length. Pressurized steam is first inserted to provide heat and internal pressure to expand the pipe. Then, compressed air is inserted to cool the pipe while maintaining the internal pressure to complete the expansion and set the pipe. When converting to dual-containment pipelines, the deformed pipe will have a plurality of spacers attached thereon such that the existing and deformed pipes are axially aligned and have an annular space therebetween.
