The method comprises the steps of: employing a river basin meteorology and hydrology to observe historical data, obtaining actual evaporation capacity data in each time period correspondingto different season changes in the river basin, and calculating the evapotranspiration reference value of in each time period to analyze a river basin evaporation season evolutionary rule and construct a quantitative functional relationship among the actual evapotranspiration reference crop evapotranspiration of the river basin and the season time. When the forecast is performed, the establishedfunctional relationship is employed to calculate the evapotranspiration reference value in a special season time period in the river basin so as to obtain the actual evapotranspiration of the corresponding season time period.
