The controlling module is used for judging the level where the traffic volume level of the section at the moment is arranged according to thetraffic volume at t0 moment so as to input information about whether a vehicle can be parked in the temporary park stall to the output module and the cloud server. The output module is used for converting traffic volume levels at the t0 moment input by the controlling module into different colors through an LED display screen.
