An aim of the invention is to provide a transparent composition which has a ultraviolet light protecting effect while maintaining a high transparency and, when contacted with moisture such as water orsweat, the ultraviolet light protecting effect of which is improved compared with the effect immediately after application. A solution to the problem is a transparent composition comprising (a) a ultraviolet light absorber, (b) an oily component having a refractive index of 1.5-1.7, (c) an oily component having a refractive index of from 1.3 to 1.5 exclusive, and (d) a powder having a refractiveindex of 1.45-1.55, wherein the refractive index of an oily component mixture, said mixture comprising the oily component (b) having a refractive index of 1.5-1.7 and the oily component (C) having a refractive index of from 1.3 to 1.5 exclusive, is 1.44-1.56.
