The invention involves a bio-polyol prepared from epoxy rapeseed oil. The preparation method comprises: carrying out ring-opening reaction of epoxy rapeseed oil with an active hydrogen-bearing nucleophilic reagent at the presence of catalyst to obtain the mixed hydroxyl fatty acid triglyceride, and adding alcoholysis agent of alcohols or alkanolamine and heating for alcoholysis reaction to obtain mixed hydroxyl fatty acid monoester, i.e. biological-based polyol. A coating film, which is formed after the thermosetting powder coating prepared from the acrylic resin in combination with other materials is sprayed, has excellent weather resistance, good leveling performance, outstanding surface hardness, and high glossiness, durability and decorating performance; the powder coating can be used for indoor or outdoor metal sectional materials or building materials. The invention relates to the synthesis of novel phosphorus-containing halogen-containing response-type flame-retarding polyester polyol, and an application of the flame-retarding polyester polyol in polyurethane. The flame-retarding polyester polyol is formed from halogen-containing polyhydric alcohol and phosphorus oxychloride through a condensation polymerization reaction. The hydroxyl value ofthe obtained flame-retarding polyester polyol is 50-500mgKOH / g. The flame-retarding polyester polyol has advantages such as good fluidity, high reaction activity, and good compatibility with other compounds such as polyether glycol and polyester polyol.
