According to the invention, the maximum transmission frequency of the lead code is adjusted according to the priority of the to-be-transmitted data, so that the terminal can adjust the time consumed for applying for the uplink authorization resource according to the own uplinkservice instead of completely depending on the configuration of the base station, and the flexibility is improved.
