The method comprises the steps that firstly, setting vegetation distribution patterns of different scenes; comparing and analyzing the change of the permeability index LI under the vegetation distribution pattern of each scene in combination with the terrain condition of the riparian buffer zone site, so as to screen out an optimal vegetation pattern combination with the best blocking effect on runoff and sediment transport; and finally, based on the optimal vegetation pattern, performing simulation control on the vegetation distribution of the riparian buffer zone. According to the method, an improved permeability index LI is applied, on the basis of considering the possibility of water and sand transmission between landscape units, different vegetation distribution conditions are set through scene simulation by means of land utilization/coating and topographic space data, and an optimal vegetation pattern is screened out; and then the water and soil conservation function of the riparian buffer zone is controlled based on the optimal vegetation pattern.
