The method comprises the following steps: a consensus device sends an election request to each node in a block chain so as to start an election process based on a simulated annealing algorithm; in each iteration round of the simulated annealing algorithm, the consensus device obtains a recursion voucher randomly generated by each node in the block chain, and judges whether each node meets an election requirement or not according to the recursion voucher randomly generated by each node; after the operation of the simulated annealing algorithm is finished, the consensus device determines N candidate nodes according to the number of times that each node meets the election requirement, and N is a positive integer greater than 1; and the consensus device selects a leader node from the N candidate nodes based on a preset leader node selection rule.
