This invention discloses a hand off method and device for a mobile communication system includs such steps as: receiving the UE measurement report, examining original and target local areas according to the report, searching for correspondent diversity switch decision strategy to decide if the switch is needed, if so, the switch is to the target local area, if not, the switch is not done. The devices includes a receiving device, a storage device, an acquiring device, a decision device and a switch device.
