Said device includes: baseband units, used for adapting baseband data and signaling data into OBSAI bit streams according to the correspondence between said wireless standards, then outputting the bit streams to a cross unit, and deframing the OBSAI bit streams sent from the cross unit according to the correspondence between said wireless standards, to obtain baseband data and signaling data; the cross unit, used for splitting the OBSAI bit streams sent from the baseband units or Radio Frequency (RF) units into data and signaling bit streams, and according to the destination addresses of the split bit streams, cross-sending said bit streams to the optical interfaces or baseband units corresponding to the destination addresses; the RF units, used for locally deframing or transferring the received OBSAI bit streams according to the destination addresses of the bit streams, and transferring the locally generated OBSAI bit streams according to the destination addresses of the bit streams.
