A quartz tube (4) is connected with the steam pre-generating device, a steam saturation generating device and a reaction furnace; and silicon rubber electric heating wires (3) are densely wound outside the quartz tube (4). According to the invention, the steam pressure is controlled by controlling the temperature of the water bath kettle, the saturated steam with controllable steam content and pressure can be generated, and the actual high-temperature water containing environment can be simulated in a laboratory.
