Provided is a seat belt retractor and a method for assembling the spindle thereof, in which there is no need for deformation of the retractor frame or for additional components, and no increase in the number of processing steps, even if an additional component of larger diameter than the spindle, such as a load limiter mechanism, is assembled with the spindle. The seat belt retractor is provided with a spindle (300) having a recess on the cylindrical surface thereof for reeling in webbing (120), and a retractor frame (240) which comprises two flat plate-shaped side walls (242) for supporting the spindle (300), these two side walls (242) being provided in parallel with an interval (A) therebetween and each having a circular through-hole (244) of diameter (C). The element at one end of the spindle (300) is included from the deepest point of the recess (320) in the range of a distance (D), and the element at the other end of the spindle (300) is included from the deepest point of the recess (320) in the range of a distance (B), wherein the distance (D) is less than the diameter (C) and the distance (B) is less than the interval (A).
