The method includes the following steps that initial values of ratio, integration and differentiation of the PID controller are set according to diesel engine target adjusting rotary speed, an initial control strategy of a decision unit is formed, and output control quantity of the PID controller is calculated; an electromagnetic executer drives a high-pressure fuel pump rack according to the control quantity output by the PID controller, circulation fuel supplement quantity of a fuel pump is changed, and the rotary speed of the diesel engine is adjusted; a value function of a current speed adjusting strategy is calculated, when V*(t)=ma x V(t), the current speed adjusting strategy is the optimal, when V(t) is not equal to ma x V(t), the control strategy is updated, and different PID parameter values are selected; the steps are updated in circulation mode, and finally the value function of the control strategy corresponding to different target rotary speed n1, n2,... meets the condition that V*(t)= ma x V(t).
