The method includes firstly, receiving packet loss information and acquiring information of media streams with packet loss and information of branch networks where media stream source equipment is located; secondly, respectively transmitting the information of the media streams to a headquarter VPN (virtual private network) gateway and branch VPN gateways of the branch networks where the media stream equipment is located, and informing the headquarter VPN gateway and the branch VPN gateways of detecting packet loss of the media streams; thirdly, receiving detection results from the headquarter VPN gateway and the branch VPN gateways, judging packet loss paths and informing of changing Qos priorities of the media streams in the paths. The invention further discloses the device for dynamically regulating the Qos. The device is applied to a center server and comprises an analysis module, a detection module and a regulation module.
