The reinforced steel plate is adhered on the surface of a to-be-reinforced beam, can be fixed at an earlier stage by the aid of the pressurizing assembly and is adhered on the surface of the to-be-reinforced beam by a structural adhesive layer; the pressurizing assembly comprises a bottom fixing steel member and beam rib fixing reinforcing steel bars, the beam rib fixing reinforcing steel bars are positioned on two wings, one end of each beam rib fixing reinforcing steel bar is connected with the bottom fixing steel member by a fastener, and the other end of each beam rib fixing reinforcing steel bar is fixed to the surface of the to-be-reinforced beam.
