The measuring device comprises an illumination optical path mechanism, a reference optical path mechanism, an incidence optical path mechanism, a two-dimensional sloping platform used for placing an immunochromatographic test strip to be measured, a scattering optical path mechanism, a three-dimensional translational platform, and a data acquisition and control system. The measuring device and method can eliminate the influence of light source instability, change the incidence angle of the immunochromatographic test strip, so that the whole device can measure the spatial distribution of scattering light field in different incidence angles, the scattering light field in a continuous area at different spatial points in the same incidence angle can be measured, and the measuring of scattering light field of turbid media can be met.
