The system comprises a human-machine interface, an inference engine and a knowledge base, wherein the human-machine interface is used for carting out human-machine conversation between a user and the system; the knowledge base comprises an expert experience knowledge base, a typical case knowledge base and a blasting rule knowledge base. Due to the establishment of the knowledge base and the inference engine, intelligent design of the blasting excavation construction is realized. The knowledge base covers expert experiences, typical cases, blasting rules and other knowledge, so that the knowledge quantity is large, the coverage is wide, and the pertinence is strong; the actual application of on-site engineering can be met. The inference engine can realize inference based on the expert experiences, the typical cases and the blasting rules. All the inference schemes are used for blasting safety specification inspection for inference based on the blasting rules.
