The method comprises the following steps that a bus route suitable for express bus and whole-course bus combined services is selected; related data of the selected route is collected; passenger flow data is provided with obtain peak hours OD; a BNL model is used to calculate the possibility that a passenger selects an express bus or a whole-course bus, and peak hours OD of different trip modes are predicted; an express bus stop selection and route combined departure frequency optimizing model is established; a genetic algorithm is used to solve an approximate optimal solution of the model, and an expression bus stop and combined departure frequency scheme is obtained; and the sensitivity is analyzed, and influence of unit time value of passenger, unit price of bus operation cost, bus capacity and passenger flow volume on different cost items and combined departure frequencies is researched. Thus, the trio cost of passengers and the bus operation cost can be reduced, and the bus service level is improved.
