The invention discloses a method for determining a minimum power-on mode based on regional voltage stabilization. A conventional power grid stability analysis method is used to guide the arrangement of an actual power grid operation mode and still has regional voltage instability under serious failure. The method is characterized by stably calculating static voltage and transient voltage based on actual power grid operation mode data; when a static or transient voltage stability requirement is not satisfied, outputting the weakest voltage stability point of the whole grid, and starting a power generator closest to the weakest point in electrical distance until both static and transient voltage stability requirements are satisfied simultaneously in order to avoid voltage collapse in a local area of the power grid under the serious failure. The method can be used to arrange the actual power grid operation mode and improves the safety and stability level of the power grid.
