The instant-starting instant-heating device for the water heater comprises a preheating water tank with an electric heating device therein, wherein a water inlet of the preheating water tank is connected with a water outlet tube of the water heater through a water inlet tube; the water inlet tube and the water outlet tube of the water heater are separately connected to the two ends of a temperature control valve; a third end of the temperature control valve is connected to the water outlet tube through a water outlet branch tube; the temperature control valve comprises a valve body; a valve cavity with three valve openings is arranged in the valve body; the three valve openings are separately an inlet connected with the water outlet tube of the water heater, a first outlet connected with the water inlet of the preheating water tank and a second outlet connected with the water outlet branch tube; a first pipeline end socket used for opening or sealing the first outlet is arranged in the valve cavity; and a second pipeline end socket used for opening or sealing the second outlet is arranged at one side of the second outlet.
