The application provides a hazardous waste incineration waste heat intelligent gradient utilization system and method, the system comprises: a thermal energy gradient utilization subsystem and an intelligent control and optimization subsystem; the thermal energy gradient utilization subsystem is provided with multiple waste heat utilization units, wherein a high-temperature power generation level waste heat boiler is used for recovering high-temperature flue gas heat energy and generating steam to drive a steam turbine generator unit to generate power; a medium-temperature process driving level flue gas bypass system is used for providing a process heat source to a drying device and / or a denitration device to replace or partially replace auxiliary fossil fuel heating; a low-temperature heating / cooling level waste heat recovery device is used for recovering low-temperature flue gas waste heat and supplying energy to a plant area heating or cooling system; the intelligent control and optimization subsystem is used for acquiring incineration working conditions and operation state data of the multiple waste heat utilization units and performing coordinated control on the multiple waste heat utilization units. The application can meet the requirement of standard pollutant emission while improving energy utilization efficiency and reducing auxiliary fossil energy consumption.
