Compared with the related art in which a network element management layer performs information interaction with a base station network element through a local operation and maintenance layer, thus rendering twin asset management operations generated in the interaction process, the present solution omits the local operation and maintenance layer, changes the original three-layer networking structure to a two-layer networking structure, and upwardly transfers the original asset management function on the local operation and maintenance layer to the network element management layer, and the base station network element is managed directly by the network element management layer. The solution thereby simplifies a user operation process, improves the operation and maintenance efficiency, and also reduces the cost of human resources and the cost of hardware.
