The railway receiving-departure yard is provided with one or more receiving-departure lines. The operation system further comprises reverse-loading yards arranged adjacent to the receiving-departure lines. Each reverse-loading yard is provided with one or more reverse-loading lines parallel to the corresponding receiving-departure lines. The reverse-loading lines communicate with all the port areas, and a plurality of railway container flat cars operate on the reverse-loading lines. Automatic guiding transport vehicles and road areas allowing the automatic guiding transport vehicles to operate transversely and longitudinally are arranged between the receiving-departure lines and the reverse-loading lines.
