The method comprises the following steps: based on a traditional power network planning model, embedding a TCRSI constraint, defining a market power index test set, and determining a market power test range in power network planning. TCRSI is the index ofsurplus supply considering power network constraint; establishing a power network planning model considering market forces mitigation. The power network planning model is decomposed into the main problem of power network structure optimization and the TCRSI calibration sub-problem. The main problem is a mixed integer linear programming problem, and the sub-problem is a linear programming problem.The main problem provides the decision variables for the sub-problem, and the sub-problem provides the test subset without feasible solution for the main problem. CPLEX is used to solve the two problems alternately.
