By identifying a user charging demand, an appropriate shared lamppost position is obtained byusing a GIS geographical information system interface module and an information tracking unit; a positioning identification module identifies the shared lamppost and plans a reasonable path; by usinga booking request module, the currently planed shared lamppost is booked; the shared lamppost identifies current booking information and locks the shared lamppost booked by a user; after a current circuit pathway situation is confirmed, a charging control unit controls the shared lamppost and an external charger to time and bill a current charging vehicle after the booking information of the userpasses through the confirmation; electronic account balance bound by the user is obtained; and the user can choose to manually pay the bill or automatically pay the bill.
