The device comprises a laser LD, an RF radio frequency signal generator, an electric phase modulator, a phase shifter, an electric gain device, an integrated modulator, a single-mode optical fiber and a photoelectric detector. The method comprises: modulating light waves emitted by a laser LD by a radio frequency signal carrying data through an integrated modulator; adding two paths of signals output by the upper arm and the lower arm of the integrated modulator to generate a 4k-1 order sideband, and after optical fiber transmission, a positive 3 order sideband and a negative 1 order sideband generating quadruplicated frequency millimeter wave signals at the beat frequency of a photoelectric detector PD; a data signal carrying out phase modulation on a radio frequency signal generated by the RF signal generator through the electric phase modulator PM, andadding the radio frequency signal subjected to data phase modulation and the gained data signal to drive the two sub-modulators.
