Chemical components based on the national standard GB712 and classification society specifications comprise, by weight percentage, 0.11-0.13% of C, 0.15-0.50% of Si, 1.20-1.60% of Mn, smaller than or equal to 0.0070% of P, smaller than or equal to 0.0030% of S, 0.030-0.060% of Nb, 0.020-0.050% of Al, 0.008-0.030% of Ti, 0.40-0.80% of Ni, 0.10-0.20% of Cr, 0.10-0.35% of Cu, 0.0005-0.0050% of Ca, and the balance Fe. The carbon equivalent CEV is smaller than or equal to 0.49%. Proeutectoid ferrite and needle-shaped ferrite are adopted as a matrix structure. The average crystal grain size is 6-15 micrometers.
