The novel hydraulic metering pump comprises a pump body, wherein an inner cavity of the pump body is divided into an upper cavity and a lower cavity through an arranged partition plate; the upper cavity is in sliding sealing fit with an upper cavity plunger; the upper cavity plunger divides the upper cavity into a metering cavity and an upper pressure cavity; the lower cavity is in sliding sealing fit with a lower cavity plunger; the lower cavity plunger, the partition plate and the inner wall of the lower cavity form a lower pressure cavity; the lower cavity plunger is connected to the upper cavity plunger through an arranged connecting rod; and the connecting rod is in sliding sealing fit with the inner hole wall of the partition plate through a connecting rod sealing ring. The upper cavity plunger is pushed to slide by means of hydraulic pressure introduction and the like, so that the interior volume of the metering cavity is reduced, and liquid in the cavity is discharged; and one pulse signal is sent when a metering hole passes through a metering photoelectric sensor at a time, the total liquid amount discharged out of the pump body can be calculated by detecting the signal according to the liquid amount discharged out of the pump body within the time interval between the received pulse signals, and accurate metering is completed.
