The filter transmits filtering signals to the wave filtering rectifier circuit; the wave filtering rectifier circuit changes 220V AC power into 308V DC power which is output to the voltage change feedback control circuit; the voltage change feedback controlling circuit changes the 308V DC power into 20kHz pulse power which is output to the negative pulse generation circuit; the negative pulse generation circuit and a half bridge circuit are used for detecting the magnitude of positive current and negative current and the potential charged into the battery; the CPU central processing unit processes whether the charging of the battery is finished and controls charging state and processes whether the charging current and voltage meet the receptance curve (Malus law) of the lead-acid battery.
