A closed-loop congestion control method based on cross-layer cache management in a broadband multimedia satellite system relates to congestion control methods in the broadband multimedia satellite systems, solving the problem of poor congestion control effect brought about by long time delay and high bit error rates of channels in current broadband multimedia satellite systems. The method comprises the following steps: the satellite divides ATM cell streams sent out by a terminal station or a ground station into four categories according to the priority, stores the ATM cell streams in corresponding caches respectively and carries out cross-layer detection on each cell stream in the caches; if incorrect cells exist, the whole group to which the incorrect cells belong is discarded; conversely, cache management is carried out on the cells; the total number of the discarded cells and the total capacity of the cells in the caches are recorded; the congestion parameters in the broadcasting time interval are computed; the congestion parameters are broadcast to each terminal station or ground station and the terminal station or ground station adjusts the transmit velocities of the congestion parameters to realize easing the onboard congestion.
