Abstract

In the invention, when user equipment (UE) is not the authorized user of a target content service gateway (CSG) cell, a core network notifies a source base station or a source radio network controller (RNC) of the failure information of a non-member, so that the UE is forced to update an allowed CSG list to stop the source base station or the source RNC from further sending a switching request to the same target cell, or a delay timer is configured in the source base station or the source RNC to wait for the updating of the CSG list of the UE so as to stop the UE from frequently sending the switching request to the same target cell, or the source base station or the source RNC forbids the UE switching to an adjacent CSG cell with the same CSG identification (ID) under the condition that the CSG ID of the target CSG cell can be acquired.
