The method comprises the following steps of: investigating the traffic flow and facility status of a road, classifying the road into a smooth road, a crowded road and an obstructed road, drawing a road running status distribution map based on an investigation result, determining boundary zones among different crowded regions and partitioning the road into a plurality of regions; and adopting the same timing scheme on signal lamps at all intersections in each region and turning on green lamps synchronously in the same flow direction for permitting passing and turning off the green lamps synchronously for forbidding passing. In a regional signal lamp timing scheme, the period length of a key intersection is taken as a regional signal lamp timing period length, and a split green ratio of intersecting directions of regional signal lamp timing is determined according to the maximum flow ratio of intersecting directions. Through the method, traffic flow in intersecting directions in a region can continuously pass through a plurality of intersections in a period without consideration of the demands and reach distribution characteristics of traffic flows in different directions in a road network, parking possibility of vehicles in intersections in a busy hour can be decreased effectively, and delay is reduced.
