The parking layer (11) is additionally arranged below the traffic layer (9) of the overhead viaduct (1) leading to the city center, the whole overhead viaduct (1) coincides with an original overhead viaduct, original projects are not modified, traffic is maintained on roads below the parking layer (11) of the overhead viaduct (1), a longitudinal beam of the parking layer (11) is fastened with overhead-viaduct original column feet (4) through reinforced cement concrete and is in cast-in-situ fixed connection with the overhead-viaduct original column feet, a cross beam and the longitudinal beam of the parking layer (11) are in cast-in-situ fixed connection with each other through the reinforced cement concrete, a channel of a parking layer inlet (7) and a channel of a parking layer outlet (6) which are arranged on two sides of the parking layer (11) are integrally connected with an original vehicle-inflow transporting bridge channel (8) and a vehicle-outflow transporting bridge channel (5) and are fixed with each other in a cast-in-situ mode through the reinforced cement concrete.
