The device comprises a flow distributor which comprises a total flow acquisition module, a branch flow acquisition module and a first flow distribution module, wherein the total flow acquisition module is used for calculating a current total flow speed in a pressure ring according to given pressure signals, flow signals and oil pressure feedback signals; the branch flow acquisition module is used for calculating respectively corresponding current flow speeds according to discharge amounts of a main pump and all auxiliary pumps; and the first flow distribution module is used for judging whether the current total flow speed is larger than a switching flow threshold value of the main pump, if the current total flow speed is larger than the switching flow threshold value, difference value flows between the current total flow speed and the switching flow threshold value are distributed to all auxiliary pumps according to a flow load balance principle.
