The structure is a reinforced concrete cylindrical vehicle passage (2) that is able to resist the surrounding deep water pressure, is suspended from the water surface to a depth of, for example, about 15 meters underwater, is pulled by a soft metal chain (3) from a fixed point on the seabed to hold the cylindrical vehicle passage (2) that has a tendency to float, and uses the surrounding large ocean water body to greatly resist or alleviate the shock intensity of a 5 or above earthquake that frequently occurs in the geographical environment of the area, and enables it to exist underwater for a long time. It is especially suitable for building in the relevant parts of the channel area between the Chinese mainland and Hainan Island, which is extremely deep and has frequent strong earthquakes (the deepest area is about 114 meters). In this example, which has not yet been implemented as the first line, the total investment amount of the planning scheme is not necessarily very high, and is likely to be much smaller than the existing technical scheme.
