The method comprises the steps of sending by a base station a notice of starting to receive emergency broadcast to a terminal; after receiving the notice, starting an emergency broadcast signal receiving device through the terminal so as to receive the emergency broadcast data from a broadcast television network; and after receiving the emergency broadcast data by the terminal and viewing the emergency broadcast content by a user, uploading the information to be uploaded to an internet content supplier server through a package switching PS chain. With the adoption of the method and the system provided by the invention, no hardware updating needs to be carried out on the existing network hardware equipment and user terminals; the zone bit is simply expanded in the existing standby system signalling information, so that the mobile communication network, the computer network and the broadcast television network can be integrated effectively, and the propelling of the emergency broadcast can be implemented, and as a result, the problems that the original emergency broadcasting mode has low timeliness, limitations on the network bandwidth, and little amount of information bearing the broadcast content can be completely solved.
