The method includes: paving the multiple parallel keels on an original floor; paving an integral insulating carbon crystal plate between each two keels; paving hot water pipes on the integral insulating carbon crystal plates and wrapping the hot water pipes with infrared aluminum tapes; and paving the floor plates on the keels. The infrared carbon crystal plates are paved between each two keels and occupy little height of a room while uniformity and rapidness in heating are achieved, and standard pavement, convenience in control and low utilization cost are realized.
