The invention discloses a method and a device used for improving quality of 4D-computed tomography (CT) images. The method includes the steps: providing a plurality of 2D images used for generating of the 4D-CT images of a scan object, wherein the plurality of the 2D images are correspondingly divided into a plurality of state groups according to a plurality of states of the scan object, and each of the state groups corresponds to a 3D-CT image of each state of the scan object; correspondingly dividing images in each state group into a plurality of 2D image groups according to a plurality of scanning beds, wherein each image group includes multi-layer 2D images; creating a cost function which is relative to deviation of adjacent image groups in each state groups; and carrying out picking on the plurality of 2D images according to the cost function to generate the 4D-CT images.
