The middle portion of the sliding lever is provided with a U-shaped groove and one side of the sliding lever is provided with the balancing weight. The sliding lever is fixed onto the lever support by means of a rotary shaft. Two ends of the lever are connected with two gates by means of a steel wire rope. The electromagnetic locks and the travel switch are fixed at the top of the water flowing tank. The controller is fixed at the top of the water passing tank and connected with the travel switch and the electromagnetic locks.
