The rainwater regulation and storage system comprises a water inlet system, a monitoring and controlling system, a water reservoir, a sludge collection system, a sludge discharge system, a rainwater classified utilization system, a sludge classified processing system and a pool bottom flushing system, wherein the water inlet system is used for implementing receiving and closing of rainwater and for conducting primary filtration of runoff rainwater scum, and controlled by the monitoring and controlling system, runoff rainwater enters a subordinate water reservoir of the water reservoir after being filtered; the sludge collection system is used for collecting deposited sludge obtained from the standing-by and natural deposition of the runoff rainwater in the water reservoir into a sludge collection groove; the sludge is pushed into a sludge well from the sludge discharge system by virtue of the sludge collection groove, and then the sludge is pumped out of the well by virtue of a sludge pump; and the pool bottom flushing system, controlled by the monitoring and controlling system, is used for releasing clean water in the subordinate water reservoir and for thoroughly removing residual sludge on the bottom of the water reservoir.
