The programmable circuit comprises a user programmable logic device and a power management unit (PMU); and the user programmable logic device is used for detecting a voltage sent to the user programmable logic device by the PMU currently according to clock information input by an external device, generating clock information according to the detected voltage, comparing the clock information with the clock information input by the external device, and dynamically controlling the voltage output tothe user programmable logic device by the PMU according to a comparison result. A kernel voltage is dynamically generated by a single input voltage, so that the problems of complex multi-power voltage management of a programmable chip and the like are solved.
