The connecting bodies are connected in series with an electrical appliance; control terminals of the electronic switches are connected with the connecting bodies; the electronic switches are in conduction when currents flow through the connecting bodies; and the communication units are connected with the connecting bodies by the electronic switches. After the communication units are electrified, preset messages are sent to the communication modules; the programmable controller determines an electrical appliance that is started by the user currently based on information received by the communication modules. According to the invention, the smart electric energy meter has the following benefical effects: the terminal modules are connected with the electrical appliance of the user and thus the electrical device that is started by the user currently is reported; and statistics of the power consumption rule of the electrical device is performed, so that the short-term load of the user can be more accurately predicted and the basis is provided for dispatching of a power generating set.
