The plurality of user identifiers share theflow quantity in a package provided by an operator, and the method comprises the following steps: obtaining a flow package and a flow consumption record of each user identifier in the plurality of user identifiers before the current time point of a charging period; predicting the sum of the consumption flows of the plurality of user identifiers in the charging period according to the flow consumption record to obtain a predicted total consumption flow; and according to the predicted total consumption flow and the flow plan of each user identifier, sending flow plan adjustment indication information containing at least one user identifier in the plurality of user identifiers and a corresponding new flow plan to a charging system of the operator so as to indicate adjustment of the flow planfor the at least one user identifier.
