A cooling water system comprises a water storage tank, a cooling unit, a variable pump and a waterdistributor which are sequentially communicated through a pipeline, a plurality of water outlet pipes with different flows are arranged at the water outlet end of the water distributor, the water outlet pipes are communicated to the tube pass side of a to-be-tested heat exchanger, and a water outlet in the tube pass side flows back to the water storage tank; the compressed air system comprises anair compressor and an electric control flow valve which are sequentially communicated through a pipeline; a shell pass side inlet of the to-be-tested heat exchanger is communicated with the electric control flow valve, and an outlet is communicated with the emptying pipeline; a compressed air heater of the heating system heats compressed air output by the compressed air system; the measurement andcontrol system comprises a temperature sensor, a pressure sensor and a flow meter which are arranged on each connecting pipeline of the heat exchanger to be measured and are electrically connected tothe DCS host.
