The communication between the client end software and the web page calling module and between the client end and the IC card operating control system is completed via universal module and by means of public key certificate confirmation and enciphered communication. The IC card operating control system is customized based on the application system, and centralizes the processing and management of IC card. The present invention makes it possible to perform IC card payment and recharging in network for easy use and facilitates the multifunctional use of one identical card and the module sharing.
