The invention provides a filling component for gas-liquid contact and a cooling tower which can capture all dispersed cooling water with high efficiency; a wetted wall of a liquid membrane with a uniform membrane thickness and a uniform flow speed is formed on the surface of a thin plate for gas-liquid contact which is used to form the filling component for gas-liquid contact so as to realize high heat exchange efficiency, miniaturization, and energy conservation. The filling component for gas-liquid contact is provided with a plurality of thin plates for gas-liquid contact; a wetted wall is formed on the plate surface of the thin plate for gas-liquid contact by cooling water; and the temperature of the cooling water is decreased by the effect of latent heat accompanying the direct contact of the wetted wall and the external airflow. The cooling water capturing part comprises a bending part for cooling water capture which comprises a surface convex part and a back convex part formed in a specified range from the upper end to the lower part of each of the thin plates for gas-liquid contact, and no space running through in the perpendicular direction is provided between the surface convex part and the adjacent back convex part; a concave-convex surface is formed at the lower part of the cooling water capturing part to allow the cooling water to form a wetted wall with a uniform membrane thickness and a uniform flow speed on the surface and the back surface of the thin plate for gas-liquid contact.
