The method comprises: a policy and charging enforcement function (PCEF) entity sending a request message for credit control to an online charging system (OCS), which carries charging information and service information about user service; the OCS enforcing the credit control for the user service according to the charging information and service information received. The embodiment of the present invention can avoid the problem that the correct policy and authorization for a credit quota may not be made with respect to the spending limit service when the OCS depends exclusively on information about the rate group, and enables the OCS to precisely distinguish the signed spending limit service and enforce the function of credit management and control.
