The method includes that a policy and charging enforcement function (PCEF) entity sends credit control request messages to an online charging system (OCS) and carries charging information and business information of user business; the OCS executes credit control for the user business according to the charging information and the business information; or the PCRF entity sends charging policy session creation messages to the OCS and carries the business information of users; and the OCS executes the credit control for the user business according to the business information. The method and the system can avoid the problem that the OCS cannot make right credit allocation policy and authorization for the consumption restriction business only according to information of rating groups, enable the OCS to distinguish the consumption restriction business accurately, and execute credit management and control functions.
