The system comprises a liquid level detection device, a central processor, a water discharge device, a GSM (Global System for Mobile Communications) short message control circuit, an LED (Light-Emitting Diode) display circuit and a solar battery module; signals collected by the liquid level detection device are sent to the central processor; the central processor is electrically connected with the GSM short message control circuit, the LED display circuit and the water discharge device; and the water discharge device is electrically connected with the GSM short message control circuit. The accumulated water monitoring and alarming system disclosed by the invention is suitable for real-time monitoring and alarm of accumulated water on a low-lying road on a rainy day; the depth of the accumulated water is displayed via the LED display circuit so as to timely remind drivers and pedestrians who pass the road and start up a corresponding water pump for water discharge; when the accumulated water is too much or the depth of the accumulated water increases to a certain degree, the system can automatically send real-time relevant information of the accumulated water to an appointed rescue unit cell phone number; and the working power supply of the system is selectively provided by the electric supply or the solar battery module as follows: the working power supply of the system is provided by the solar battery module on sunny days and provided by the electric supply on rainy days, so that energy resources are effectively saved.
