A light-emitting diode (LED) driving circuit is used for driving LED light sources and comprises a voltage adjusting module and a constant current module, wherein the output end of the voltage adjusting module can provide adjustable voltage signals for the constant current module, and the constant current module can provide different kinds of the constant current for the LED light sources according to the different voltage signals provided by the voltage adjusting module. The invention further provides an LED lamp which is connected with a direct current power supply. The LED lamp comprises LED light sources and the LED driving circuit for driving the LED light sources. The LED driving circuit uses the voltage adjusting module and the constant current module to achieve that when operational voltage of the LED light sources is lower than rated operational voltage, the voltage adjusting module can be adjusted to enable the constant current module to output current for full load work of the LED light sources.
